asked the Chancellor of the Exchequer whether it will be the policy of the War Damage Commission, in the case of post-war value payments, to make such payments on the completion of the restored buildings or before the work is taken in hand?

The War Damage Act provides that value payments shall be made by the War Damage Commission at such time or times as may be specified in Regulations to be made by the Treasury. The Commission have already received a direction from the Treasury which enables them to make an immediate payment on account of a value payment where the owner has already carried out works of demolition, clearance or repair of the damaged buildings, or construction of a new building to use in place of the damaged building, provided that the works were necessary or expedient, and legally executed. I cannot foreshadow now when the Regulation may be made with regard to the making of value payments in general. But I do not foresee that the time for making such payments will be regulated by reference to the question whether works to the damaged property have already been carried out.
