asked the Secretary of State for India whether it has now been found possible to arrange with the Government of India that small parcels of tobacco or cigarettes can be sent by post to His Majesty's Forces duty free from this country and will be admitted duty free on arrival in India?

I have now heard from the Government of India that they have cancelled the ruling whereby tobacco was excluded from the concession under which gift parcels to soldiers, sailors, and airmen of the British Forces in India are exempt from Indian Customs duty. I am now in consultation with my right honourable Friend the Chancellor of the Exchequer regarding the grant of the corresponding out-of-bond concession here. Any such arrangement may, however, have to be cancelled if, at any time, it is found in practice to be trespassing unduly upon the very limited available shipping space.
