asked the Secretary of State for the Home Department whether he is aware of the concern felt among social workers regarding the increasing number of agencies for the adoption of children; and whether he will take steps for the proper regulation of adoption and the avoidance of traffic in unwanted children for gain by now appointing a day for bringing the Adoption of Children (Regulation) Act, 1939, into force.

As announced in answer to a Question in this House on 28th January, it has been decided to bring the Act referred to into operation as soon as the necessary arrangements can be made. The regulations under the Act are nearly completed, and the preliminary work of investigating applications can then be begun by the local authorities concerned. It is hoped to bring the Act into full operation on 1st June.

Does the right hon. Gentleman recognise that every day children are being condemned by this slave traffic to being very badly brought up and handled, and that the matter is really urgent?

I think the hon. Gentleman will see that we are moving with all possible speed consistent with many other things that we have to do.

Will no steps be taken to stop the decent thing that goes on in working-class homes?
