asked the Secretary of State for War whether, in view of the need for man-power, he will consider allowing soldiers to use leisure hours doing civilian work at civilian rates of pay?

Soldiers are allowed to use their leisure hours doing civilian work at civilian wages, if they wish, provided that such work does not interfere with their military duties or efficiency. But in view of the arduous nature of their military duties in present circumstances it is unlikely that there will be much opportunity for them to do civilian work.

Is not this a considerable reservoir of untouched man-power?
