Do the Government realise the danger of setting up entirely independent States until they have been given sufficient strength to hold their own in the strenuous conditions of the modern world?

Is it not the case that this State was strong enough to stand alone before until by the Anglo-Japanese Treaty it was given away to Japan by the British Government?
