asked the First Lord of the Admiralty whether he has yet implemented his undertaking to carry out the recommendations of a recent report made on certain conditions in the Orkneys and Shetlands affecting his Department?

Mr. Alexander

The report to which I understand my hon. Friend is referring was rendered to the Minister of Labour and National Service and dealt with conditions in the Orkneys only. I am not clear to what undertaking my hon. Friend refers, but I may say that the report has been discussed with the Ministry of Labour, and all the principal recommendations have been or are in process of being implemented.

Does not the Minister appear to be responsible for the report? Was not the investigation undertaken at his request?

It was undertaken between the two Departments, because the labour employed was engaged upon an Admiralty contract.
