9. Mr. Liddall

asked the Under-Secretary of State for War whether it is the present practice that an officer should always be present at lectures and talks to non-commissioned officers and other ranks; whether it is, in all cases, necessary; and whether, with a view to encouraging freedom of expression, he will consider dispensing with the attendance of any officer in such cases?

There is no obligation for an officer always to be present at lectures or talks given to non-commissioned officers or other ranks.
