asked the Under-Secretary of State for War whether he will simplify the existing procedure for the submission by men in the ranks of suggestions for the improvement of the efficiency, or welfare, of soldiers in the British Army?

The existing procedure by which a soldier can put up a suggestion to his company commander seems to me satisfactory, and I do not think it could be made simpler.

Is the Minister aware that it does not seem satisfactory to a very large number of soldiers, and will he consider the possibility of appointing an officer in each command to go round the various units to collect suggestions?

My hon. Friend has not given any indication why he thinks it is unsatisfactory, and until he does, I am not in a position to consider his suggestion.

Would there be any difficulty about units having a suggestions book?
