asked the Parliamentary Secretary to the Ministry of Works and Buildings whether he is aware that Regulation 50 (3A) relieves persons responsible from the obligation of preserving garden square amenities when railings are removed; and whether he will arrange for the London County Council to take over the care of such squares in their area and for other local councils to do so elsewhere?

The answer to the first part of the Question is in the affirmative. As regards the second part, I am not aware that, in present circumstances, there is any necessity for such arrangements to be made, and in any case I have no power to make them.

Is there not a danger of these places becoming rubbish dumps if no one is responsible for looking after them?
