MorrisonThe scale of payments made as of right to civilian members of the population who suffer injuries due to enemy action or in the performance of Civil Defence duties is laid down in the Personal Injuries (Civilians) Scheme and does not distinguish between part-time and whole-time personnel. Where, however, the injured persons look to the State or to the local authority as their sole employer and main source of livelihood, the payments made under the scheme may be supplemented in certain circumstances because of that special relationship. Information is not available on which to frame estimates of 1183 extra costs that would be involved in the circumstances referred to by my hon. and gallant Friend.
