asked the Home Secretary why part-time National Fire Service and air-raid precautions workers are excluded from the improved conditions in injury pay recently granted, in view of the fact that they do the same job; and what the estimated cost of their inclusion in the concession would be in each case?

The scale of payments made as of right to civilian members of the population who suffer injuries due to enemy action or in the performance of Civil Defence duties is laid down in the Personal Injuries (Civilians) Scheme and does not distinguish between part-time and whole-time personnel. Where, however, the injured persons look to the State or to the local authority as their sole employer and main source of livelihood, the payments made under the scheme may be supplemented in certain circumstances because of that special relationship. Information is not available on which to frame estimates of extra costs that would be involved in the circumstances referred to by my hon. and gallant Friend.
