While I appreciate my hon. Friend's point, my Noble Friend has not sufficient evidence to warrant the conclusion that special powers are necessary.

Is my hon. Friend aware that already owners of property are putting up unsightly hoardings, and will he give the town-planning authorities powers before the matter gets out of hand?

I will convey that point to my Noble Friend.

Would it not break all precedents if the Ministry interfered with the rights of property owners?
