§ 36. Mr. David Adamsasked the Under-Secretary of State for the Colonies whether he is aware that persons in Jamaica, leasing their property to United States engineers, on behalf of the United States Government, are required to sign a printed form of lease under which any dispute as to the amount of compensation for any damage found at the termination of the lease must be left to the sole decision of Washington, one of the parties concerned, and that this is not enforceable in court; and whether he will make representations to the United States authorities whereby such cases shall be heard by an independent tribunal.
