asked the Secretary of State for India whether, in view of the negotiations recently carried out by the Lord Privy Seal during his visit to India, the Government will give retired civil and military officers a guarantee that their pensions will be safe guarded whatever change may come about in the Constitution of the Government of India?

I have been asked to reply. I have no doubt that when the time comes for dealing with further constitutional developments in India, due regard will be paid by His Majesty's Government and by Parliament to the safeguarding of pensionary obligations.

Will the hon. Gentleman represent to the Secretary of State that there is very grave anxiety regarding this question, and that a mere statement that he has no doubt that due regard will be paid will not satisfy, in view of past experience, that there may not be some legislation passed detrimental to these officers?
