asked the Secretary of State for the Home Department whether, in view of the increasing number of contested by-elections, he will make arrangements to allow the serving men and women who are away from their constituencies to record their votes as absent voters?

I would refer my hon. Friend to the answer given on 14th October last to a Question by the hon. Member for Denbigh (Sir H. Morris-Jones) in which I summarised the facilities available for members of the Forces to vote as absent voters.

Does not my hon. Friend think it time now for all electors to vote in open contests and put an end to this procession of unscarred by-election victors into this House?

I am afraid I cannot express any opinion on those questions.
