asked the Minister of Fuel and Power, to what use coupons and points would be put under the Annex Plan when they have been surrendered for their respective consumptions of coal, gas and electricity, regard being had to their non-utility for securing replenishment of stocks in contradistinction to food coupons and others?

If fuel rationing is introduced, Local Fuel Overseers will keep a record of the fuel coupons surrendered to them by coal merchants, and this record will assist in determining the merchants' future coal supplies.
