asked the Under-Secretary of State for the Colonies whether he is aware that the Government in Palestine are contemplating legislation to restrict the free use of surplus surface water; and whether, in view of the opinion there that any such action will seriously impede farming developments and thus hinder increasing agricultural productivity, he will take steps to have such legislation postponed pending further consideration of the objections to it?
