3. Mr. Kennedy

asked the Secretary of State for Scotland whether he is aware that certain county councils in Scotland are refusing to carry out the Governmental recommendation that all questions related to educational staff wages and salaries should be settled nationally by collective bargaining, a recommendation that has general public support and the unanimous approval of the Educational Institute of Scotland; and whether he proposes to ask the county councils concerned to reconsider their decision?

My right hon. Friend's statutory functions in regard to teachers' salaries are restricted to securing observance of the national minimum scale, and while he has expressed the hope that the recommendations of the National Joint Council will receive the sympathetic consideration of all Education Authorities in Scotland, he has no power to require the uniform application of these recommendations.
