asked the Minister of Health what steps are available to local authorities who wish to substitute the title "Social Welfare Committee" for the term "Public Assistance Committee" now generally in use; and whether he is prepared to approve and encourage such changes of title?

Legal effect can be given to such a substitution by an amendment of the authority's administrative scheme made with my approval. Some authorities have considered that for practical purposes it is not necessary to amend their scheme or to take any other formal action. I am prepared on the application of an authority to approve suitable amendments of their scheme, and I have referred to the matter in a recent circular, a copy of which I am sending to my hon. and gallant Friend.
