§ Mr. E. BrownLegal effect can be given to such a substitution by an amendment 924 of the authority's administrative scheme made with my approval. Some authorities have considered that for practical purposes it is not necessary to amend their scheme or to take any other formal action. I am prepared on the application of an authority to approve suitable amendments of their scheme, and I have referred to the matter in a recent circular, a copy of which I am sending to my hon. and gallant Friend.
