asked the Parliamentary Secretary to the Ministry of Works and Buildings when a Waite Paper will be issued outlining his proposals for the promised Town Planning Bill?

I would refer my hon. Friend to the reply which my right hon. Friend the Minister without Portfolio gave to the hon. Member for East Birkenhead (Mr. G. White) on 29th January.

Is the Minister aware that a number of large municipal authorities feel it is impossible to take any preliminary steps in the matter until they have some idea of what the Government are going to do?
