28. Mr. Riley

asked the Secretary of State for the Colonies whether he is aware that the Commissioner for the Island of Montserrat, in the West Indies, prohibited the publication, in the "Montserrat Observer" of 19th September, of extracts of an article which had appeared in the American magazine "Time," on conditions in Jamaica; that similar extracts from the same article were allowed to appear in other West Indian journals; that the magazine "Time" was in circulation to subscribers in Montserrat as well as in Great Britain; and will he have this matter investigated?

Colonel Stanley

I am aware that extracts from an article on conditions in Jamaica which appeared in the American magazine "Time" of 10th August were reproduced in certain of the West Indian journals. I am not aware that its publication was prohibited in the "Montserrat Observer" of 19th September, but I am making inquiries of the Governor of the Leeward Islands.

Is there not widespread dissatisfaction in Jamaica and the West Indies generally in regard to the exercise of the censorship? Is there not a feeling that it is not being observed, and will the Minister look into the matter further?

Colonel Stanley

I am making inquiries, and before I answer that question I should like to know that in this instance the censorship was utilised.
