asked the President of the Board of Trade whether, when a breach of the law has been made in obvious ignorance, as in the case of the question of the despatch of parcels from overseas, he will instruct his officials that before confiscating such parcels they should communicate their arrival to the addressees giving them reasonable time in which they may if they so wish make representations to the Department on the subject?

The addressee is always notified of the arrival of a parcel which cannot be delivered without an import licence, and he is giving reasonable opportunity to make representations.
