§ The President of the Board of Education (Mr. Butler)The difficulty to which my hon. Friend refers has been dealt with 1098 in Circulars 1548 and 1565, of which I am sending him copies. The first of these circulars authorised expenditure by local education authorities on arrangements for handling bulk supplies of milk at schools in cases where a supply in one-third pint bottles could not be maintained. I appreciate the difficulty of supplying all milk in small bottles, but the problems of dealing with bulk supply in the schools are also formidable.
