HC Deb 08 October 1941 vol 374 c958
3. Mr. Mander

asked the Secretary of State for Foreign Affairs what communications have taken place with the Turkish Government concerning the carrying out of the Montreux Convention with particular reference to the suggested passage of Italian vessels under Bulgarian ownership?

Mr. Eden

Under Article 24 of the Convention regarding the régime of the Straits signed at Montreux on 20th July, 1936, it is left to the Turkish Government to supervise the execution of all of the provisions of the Convention relating to the passage of vessels through the Straits. His Majesty's Government, have, every confidence that the Turkish Government will take such measures and precautions as are necessary to fulfil in the letter and the spirit their obligations under the Convention as guardians of the Straits. Reports that the Bulgarian Government, having acquired from the Italian Government a number of destroyers, had demanded a passage for these vessels through the Straits were brought to the attention of the Turkish Government. The Turkish Government have informed His Majesty's Government that no such request has been made.
