I beg to move, That an humble address be presented to His Majesty in pursuance of the provisions of Section 309 of the Government of India Act, 1935, praying that the Government of India (Scheduled Castes) (Amendment) Order, 1941, be made in the form of the draft laid before Parliament. This motion raises an even more technical point than the last one. For the purposes of franchise and membership of the Provincial and Central Legislatures, certain castes have been scheduled under the Scheduled Castes Order. It has been uncertain for some time whether a particular caste known as the Jatavahs should be included among the scheduled castes or whether they were a branch of another caste which is included or of a third caste which is not scheduled. After careful inquiry the Government of the United Provinces in which most of the Jatavahs live have come to the conclusion that they are a substantive scheduled caste and ought to be scheduled as such, and the Government of India agree with that view.
