asked the Under secretary of State for the Colonies whether he has expressed disapproval of the recent public declaration of the Governor of Jamaica to the effect that Dominion status was impracticable for a long time as calculated to arrest the legitimate and commendable aspirations of this loyal people who enjoyed a large measure of self-government until 1866?

No disapproval of the declaration in question has been expressed. I would invite reference to the statement which I made yesterday with regard to the Constitution of Jamaica.

In view of the wide extension of self-government to Jamaica as announced yesterday, would it not appear to be clear that the Governor was speaking after dinner?
