asked the Minister of Health whether he has issued instructions to local authorities in regard to the framing of model by-laws governing the erection of temporary buildings; and whether he can indicate the nature of the instructions issued?

Local authorities are empowered by the Public Health Act, 1936, to make by-laws for regulating the construction of buildings, and these may embody special restrictions upon materials which are, in the absence of special care, liable to rapid deterioration or are otherwise unsuitable for use in the construction of permanent buildings. Model bylaws have been issued, of which I am sending my hon. Friend a copy.
