§ Mr. E. BrownLocal authorities are empowered by the Public Health Act, 1936, to make by-laws for regulating the construction of buildings, and these may embody special restrictions upon materials which are, in the absence of special care, 318 liable to rapid deterioration or are otherwise unsuitable for use in the construction of permanent buildings. Model bylaws have been issued, of which I am sending my hon. Friend a copy.
