HC Deb 03 July 1941 vol 372 c1475
22. Mr. Lipson

asked the Home Secretary whether he is aware that concern is felt by many people because the police have no power to prohibit smouldering bonfires till they burst into flame, when action may be too late; and will he take steps to remove this danger to public safety?

Mr. H. Morrison

No, Sir. The information at my disposal shows that the importance of observing the black-out is generally appreciated, and I do not think any additional powers are required by the police. No doubt my hon. Friend's Question will serve a useful purpose in drawing public notice to the danger of the smouldering bonfire.
