How does my hon. and gallant Friend reconcile that with a letter which was sent to his Department from the clerk to a council whose surveyor informed his council that work was commenced on at least four sites in his district during the past few weeks without reference to the council or to himself?

I have no knowledge of the facts in that letter, but if my hon. Friend will send me a copy, I will investgate the matter.
