asked the Secretary of State for Foreign Affairs whether he will place a copy of the Hoare-Suner provisional agreement on Tangier in the Library, together with a translation?

Mr. Butler

I explained to the hon. Member last week that the substance of the agreement has been communicated to the House. I will certainly discuss the hon. Member's suggestion with my right hon. Friend on his return.

Mr. Cocks

Will the right hon. Gentleman say what there is in this document, if there is a document, which makes it so improper that even Members of Parliament are not allowed to read it?

Mr. Butler

There is nothing improper in it at all. There are a few technical matters in addition to the substance of the agreement, which I have given to the House. I should prefer to mention this matter to my right hon. Friend on his return, and I will put the suggestion to him. There is no mystery.

Is it not desirable that this agreement should be published at the earliest possible date?
