29. Mr. Robertson

asked the Secretary of State for Scotland whether he will consider making an Order for the duration of the lambing season, causing all persons out with dogs on lands where sheep graze, or on adjacent unfenced roads or lands, to hold their dogs securely on a lead, so that vital food production will not be impaired?

My right hon. Friend has no power at present to make an Order of the kind suggested, and while he is not without sympathy for the object sought to be attained by my hon. Friend, the matter is not free from difficulty. My right hon. Friend will, however, consider my hon. Friend's suggestion in consultation with my right hon. Friend the Minister of Agriculture and Fisheries.
