asked the Prime Minister whether he will indicate to the House what steps he proposes to take to counter effectively the indiscriminate bombing of the civilian population of Great Britain?

The Prime Minister

We are taking what we deem to be the best possible steps, both in defence and in counterattack, but I see some disadvantages In describing our plans and methods in detail. Regular reports are published of the activities of the Royal Air Force, both in this country and overseas.

Mr. Cary

Is my right hon. Friend aware that in 1918 we formed an independent bomber command for the express purpose of bombing Berlin? May I ask that a similar command be provided for conducting a close offensive against civilian populations, particularly in Berlin and Cologne?

I think that is a remarkable question to be put as a supplementary.
