Mr. Banfieldasked the Secretary of State for War whether he can assure 983 the House that officers of the Army, permanent or temporary, who are loaned to the service of civilian Departments, shall not thereby be deprived of their rights as soldiers in the matter of disciplinary action against them by such Departments?
§ Mr. StanleyArmy officers lent for employment under another Department are naturally subject to the directions of that Department so far as the particular employment is concerned. In any matter affecting their service as officers falling within the jurisdiction of the Army Council, their position is the same as that of all other officers.
