asked the Minister of Food the total cost up to date of the abandoned scheme for fish control; and when the office will be finally closed down?

The total cost to date is £91,000. It is anticipated that the liquidation of the scheme will be completed by the end of June.

Is it not agreed that this is an absolute and sheer waste of money?

I would say that the scheme was framed to deal with a contingency which did not in fact arise.
