§ Sir J. AndersonI have no information to support the suggestion that prominent people regard lightly the responsibility which they undertake when they vouch for the integrity of aliens. Information about an alien may, of course, be either adverse or in his favour; and, in my view, the proper way of dealing with this matter is not by a new system of penal sanctions but by encouraging a sense of public responsibility. Perhaps this Question and answer may help to secure that end.
