asked the Prime Minister the circumstances under which civil servants on the staff of the Foreign Office are permitted to write books or articles for publication in the Press relating to their professional work and experience; and how many, and what cases, have occurred in the last 10 years?

The Prime Minister

Civil servants actually on the staff of the Foreign Office or in the Diplomatic Service are required to obtain the permission of the Secretary of State before publishing anything relating to their professional work and experience, and to submit for approval what they desire to issue. With the exception of some papers in technical or scientific journals, the forthcoming book by Sir Nevile Henderson is the only publication of the kind within the last 10 years.
