asked the Financial Secretary to the Treasury whether he is aware that the charges for certificates of birth, etc., necessary to enable serving men to obtain allowances for their families are a heavy claim on their pay; and whether he will consider authorising the issue of a brief and cheaper form of certificate for service purposes as was done in the last war?
