§ 41. Mr. Manderasked the Minister of Health whether he is aware of the difficulties caused to householders in Wednesfield by the action of a builder in erecting houses below the level of the road and obstructing a watercourse; and whether he will consider the advisability of giving powers to local authorities to make bylaws preventing the erection of houses below the road level?
§ Mr. ElliotMy attention had not previously been drawn to this case. The propriety of such a by-law as the hon. Member suggests would have to be determined in the light of local circumstances, and no such by-law has in fact been proposed by the urban district council of Wednesfield.
§ Mr. ManderWill the right hon. Gentleman make inquiry from the district council of Wednesfield with regard to this particular difficulty?
§ Mr. ElliotI think the initiative lies with the local authority.
§ Mr. ManderBut is the Minister willing to consider it if they do submit by-laws?
§ Mr. ElliotNaturally I should like to see what the proposal is before I give an undertaking.
