§ The Parliamentary Secretary to the Ministry of Health (Miss Horsbrugh)Existing statutory provisions enable reduction or remission of rates to be made where the financial circumstances of the person liable make this necessary. The matter is, I think, one which can properly be left to the discretion of the responsible authorities in individual cases.
