asked the Home Secretary when the regulations made under the House-to-House Collections Act will be published, in view of the fact that the Act comes into force on the 1st January?

Draft regulations have been discussed with representatives of charitable organisations and I hope to make the regulations shortly. The time now available before 1st January is not, however, sufficient to enable police authorities to deal with applications and charities to make their arrangements; and I therefore propose to ask Parliament for powers under which the operation of the Act could be postponed for three months.
