asked the Secretary of State for the Colonies the position with regard to the suggested changes in the constitution of Ceylon?

The preparation of the Governor's report on the reforms debates in the State Council has been delayed by urgent work resulting from the outbreak of war, and I am not therefore in a position to add to the reply which I gave to the hon. Member on 2nd August.

Does that reply indicate that the Government do not intend to go on with this matter?

Mr. MacDonald

The hon. Member ought not to draw that implication from the reply. The whole matter will be considered in the light of the Governor's report.
