asked the Minister of Labour whether he has any further statement to make on the subject of contractual obligations incurred by men who are called up for training under the Military Training Bill?

Mr. E. Brown

I assume that the hon. Member refers to the power in the Military Training Bill to make provision by Order in Council for consequential matters that may arise as a result of the passing of the Bill. These matters are receiving urgent consideration and the draft Order in Council, which will require the approval of Parliament will be laid before the House as soon as possible after it resumes. It is proposed that the arrangements so approved should be summarised in an explanatory leaflet which will be available to all concerned.

Mr. Shinwell

Do I understand that the right hon. Gentleman stands by the statement which he made during the Committee stage of the Bill, namely, that when the Orders in Council are produced the Government will accept contractual obligations incurred by these men; and how soon does he expect the regulations to be presented?

Mr. Brown

I shall present them at the earliest possible moment. It is, obviously, in the interest of all concerned that the Government's view in draft should be laid before the House, that the House should discuss it and that the men should know it.

How far does the right hon. Gentleman stand by the statements which he made during the consideration of the Bill?

Mr. Brown

I stand by all the statements which I made.
