§ The Parliamentary Secretary to the Ministry of Labour (Mr. Lennox-Boyd)Managers of Employment Exchanges are civil servants on fixed scales of salary. The managers of branch offices are not permanent officers but are in the position of contractors, and I am sending the hon. Member a memorandum explaining their conditions of service. Their remuneration is based on a scale related to the volume of work at their offices, including that of filling vacancies from the registers.
