77. Mr. J. Morgan

asked the Minister of Health whether in view of the confusion existing on the question of permitting poultry-keeping in private gardens and council housing estates and in view of the high economic and dietic value of poultry-keeping on this scale, he will advise local authorities that poultry-keeping should not be interfered with but permitted, subject to reasonable conditions as to numbers, sex, housing, and sanitation?

Mr. Elliot

As far as privately-owned houses are concerned this is a matter between landlord and tenant, except in so far as it may be affected by control under the Town and Country Planning Act, 1932. As regards council houses, the management and control is by statute vested in the local authorities, but I will consider the question of issuing general advice to local authorities on the matter.

Can I take it from the Minister's answer that he himself is disposed to recommend authorities to give such permission subject to these conditions as to maintenance?

I think the hon. Member is now taking the matter further than I have gone.
