§ Mr. ElliotOn 1st July, 1939, the number of persons in receipt of poor relief(excluding rate-aided patients in mental hospitals, persons in receipt of domiciliary medical relief only, and casuals) in the administrative county of Durham, together with the five associated county boroughs, was equivalent to 585 per 10,000 of the estimated population. The corresponding average for the whole of England and Wales was 249.
