§ Mr. ButlerWhile my Noble Friend appreciates the importance of strengthening our close and friendly relations with Peru, I would point out that this question cannot be considered in isolation. The establishment of an Embassy in Lima would at once bring up the question of the establishment of Embassies in a number of other countries. His Majesty's Government are not at present convinced that an extension of the number of Embassies is advisable.
