§ Mr. E. BrownDuring the summer months from April to September, 1938, inclusive, 86 per cent. of the available training places were filled. The average for the other months of the year was 76 per cent. The extent to which the centres were actually used, however, is somewhat greater than these figures would suggest, since when the returns are made from time to time there are always bound to be places which have just been vacated and have not yet been refilled, and I am satisfied that the position is reasonably good. A fall in the number of men coming forward for training during autumn and winter is bound to occur owing to the less favourable weather conditions.
