Mr. David Adamsasked the Minister of Health whether he is aware that, despite local rates being put up to a high level in certain working-class areas, it is still not possible for the authorities in these areas to supply health and other services on a basis comparable with those in richer areas at much lower rates, although the services are even more necessary in the poorer areas; and whether he will consider the advisability of steps to equalise rating burdens?

As regards the second part, I would remind the hon. Member that the block grant is distributed on a basis which takes into account conditions affecting the poorer areas, and is reviewed at regular intervals.
Mr. AdamsIs the Minister aware that in many local authorities in County Durham the rates have reached 22s. in the £ and that thereby many necessary schemes are being held up?
