24. Lieut.-Colonel Macnamara

asked the Secretary of State for War whether, in view of the fact that the Territorial Army's most urgent need is trained manpower to fill the gaps in the units most likely to suffer heavy and immediate casualties on the outbreak of a major war, he will consider calling upon infantry-battalion commanders to treble their strength, that is, create brigades where there are at present battalions; and whether he is aware that, given reasonable extra regular assistance, this would not impose an unbearable strain on present instructors and that the strain on accommodation would be mitigated owing to the advent of summer at the end of which extra accommodation would be on its way to completion?
