asked the Prime Minister whether the League of Nations has officially recognised that a settlement has been reached, in accordance with international law, between the Ethiopian and Italian Governments?

No, Sir.

In view of the fact that His Majesty's Government have concluded agreements with Italy while she is out-with the law of nations, and a breaker of treaties to which His Majesty's Government have subscribed—

Mr. Speaker

The hon. Member must not put in the form of a supplementary question, a question which would not be allowed to be put on the Paper.

Mr. MacMillan

On a point of Order. The question on the Paper asks whether the League of Nations has officially recognised that a settlement has been reached, in accordance with international law, between the Ethiopian and Italian Governments. The hon. Member has replied, "No." I want to put a supplementary question in order to get further information.

Mr. Noel-Baker

Does it not follow from the Minister's answer that the position of the Italian Government is in point of fact, that of a covenant-breaking aggressor?
