asked the Prime Minister whether he can make any statement on the abrogation of certain powers of the European Commission of the Danube in Rumania; and as to what powers are still held by the Commission?

Mr. Butler

An arrangement was reached at Sinaia on 18th August last between the Rumanian, French and United Kingdom Governments, which provides for the eventual modification of the powers now exercised by the European Commission of the Danube. The general effect of these modifications is to transfer certain of these powers to the Rumanian Government, but the principles of liberty of navigation and equality of treatment for flags of all nations are maintained and adequately safeguarded. The entry into force of the arrangement is subject to ratification by the three Governments mentioned above and to the accession of Italy, the fourth Power represented on the Commission. Meanwhile, and until the arrangement comes into force, the powers of the Commission remain unchanged.
